Is being a merciful person the same as being forgiving?

Mercy is not the same as forgiveness because the former is usually the one whom has been the inflicted and has a reason to retaliate. Whereas the latter is not necessarily ociated with being a victim. I would say mercy is more noble and requires more courage.
