It means that you had a prior offense, you jumped bail on 1/9/09 and did not appear at your hearing. So, since you say that you paid the ticket, I would ume that it was not processed correctly at the court house and you need to get it cleared up soon so it doesn't stay on your record. That is something they can issue a warrant for your arrest for.
